This is where I REALLY wish I had a camera set up because parts of this might just be hard to explain without
but what I've done is I got two nicotine 'inhalators' and assembled them both, first observed that the little plastic infamous "shaped like a tampon' device had holes on both ends.. the mouth piece.. but a hole on the other end that is round..
and well suited for nasal inhalation, which I did and got quite a nice little very noticeable blast to my nose (far more than you do from mouth inhaling on the thing at either end (I tested to be fair), and first I sat around sniffing then on the 'wrong end' of the tampon-like item' a few turns until I remembered I have these old 'inhalers' (this is where I need pictures really)
they are like long large white (at their core, but with labels stamped on them) bullet shaped, Vick's and others have them (mine are a generic and an 'herbal' one) designed sort of like smelling salts to help clear stuffy noses by just smelling on them.
Inside each of them is a long sort of cottony looking thing that held the 'smelling salts' (for lack of what else to call it) inside of them.
I have saved these even though they are long expired, instinctively knowing this is a shape and thing that could be useful (and I've found it)
I've completely taken apart (may require the use of pliers to carry pul up on the sniffer part to get inside) these "Benzedrex Inhaler' and 'Ayr Herbal Inhaler' apart, set aside their long cottony innards (I have another idea in mind for them I may try later) and took the smaller shorter cartridge with tinfoil broken at each end "ready for use) nicotine 'inhalator' cartridge and stuffed it right up into the sniffy part of the aforementioned 'inhaler' so that it stays and does not rattle around, reassembled, and voila.. a very nice (and medicine looking and not tampon looking) means to sniff (not inhale because that just doesn't work half as well) nicotine nasal inhaler.
You can't just leave the little nicotine 'inhalator' cartridge bouncing around in the inhaler, it just doesn't seem to work that way, it must be jammed right up into the sniffer tip part for this to work. If it falls out and you can hear it rattling around in there, then disassemble, stuff it back up in there , put back together, and you're back in business
I am also looking at both the long cottony tubing that came in the inhalers as well as the inhalator cartridges and figuring for some use/re-use on these with e-liquid (maybe similar to what I've done with my homemade nasal spray).
All very good alternatives if somehow we can get e-liquid but can't get vaporizing hardware, or if you just need to be less confrontational/conspicuous with your PV, or maybe you just find your nose is the path of least resistance to really get your nicotine into you (and if you like the ''cleanness' of just nicotine and want to avoid the mess and black snot of nasal snuff etc)
Another nice thing about this is the inhalers come with caps, so its not like just leaving the cartridges out to dry that much faster in the completely open 'tampon-like' device they were originally designed for.
