When I first tried to quit smoking, I considered something that would:

2. Keep my mouth busy.
3. Be cheap
Sunflower seeds fit that bill. If you're good at your tongue-work and can open them easily in your mouth, you can just toss a few in and spit out the shells as you go through them. It got me off smokes for about six months at one point.
