Unless literally millions of smokers/vapers turn to DIY, I think maybe we are taking the paranoia to a whole new level here. I really doubt the government is going to start to alter every day items like PG and VG to shut down vaping.
Wouldn't that be the ultimate irony....making a new poison to make sure we go back to the old poison.
I don't see the American people putting up with that, even rubbing alcohol only tastes bad due to the additive, but it isn't poisoned.
I got a delivery of nic just this morning. As long as you can get nic, you can DIY.
The day WILL come, but right now you can still prep and secure your vaping future.
Without a doubt, home brewers, without sale to others, will be legal. Getting the supplies to do so however, may be a different story. the FDA will shut down the supply if they wish to go after the home brewer.

I don't think the CC companies or the USPS is ready to jump in yet. They are both making a fortune and the post office needs every shipment it can make right now.
You may be right though, if they are regulated into not authorizing transactions or shipments of vape related gear.
Check out ITC vapes. I used them for quite a while prior to DIY. Good prices. The juice is made to order though, so a week or two steep is required for some flavors. I would recommend giving puddin' #9 a try. Was my ADV for months.
I got a bottle of an RY4 from them once. It was so bad I couldn't vape it. turned black after about 6 months and I just tossed it. I feel there are better discount juice vendors out there.
I quit on Cthulhu after I got the V2 and was very disappointed. The V1 was a disaster, thought the V2 would have fixed all the machining issues, but it didn't. I'll never buy from them again, too bad, great designs just real bad manufacturing.
I'm an LG and Samsung fan for sure. Both of the 3000mah batteries are good for most of a full days vaping on a single charge. Either of those two is all I use.
