Well, Galef's bill, very similar to Rosenthal's but with some added matters, has now been officially introduced: Bills Both bills are now pending in the Assembly Health Committee.

For further reference, here is the current smoking ban law in NY: State of New York - Regulation of Smoking in Public and Work Places. Rosenthal's proposed amendment simply sticks the phrase "including electronic cigarettes" into the existing definition of smoking.
