2 suggestions

1st , if she has quit for 2 years , I would seriously consider not reintroducing the whole smoking concept , IMHO risk is too high , might want to smoke agian .

2nd , I would definetly Make your own juice , get some VG or PG and loranns candy oils and make what ever you like . this way you are 100% sure what you are vaping as far a nic level .

I agree 100%, I keep telling her that it's a bad idea.. if for nothing more than it will remind her of smoking from the feeling and from the mechanics of smoking.

They are called candy oils, most do not contain oil or sugar! They are very concentrated so go one drop at a time. There are also other companies that are not as concentrated, like Bickfords and Capella Flavor drops.
For tobacco flavors you need to go to suppliers.
I use P.G. for my fruit flavors with Lorann's. You can use V.G. or Glycerin (USP or food grade only)as well.
