In diode mode it would start out at a reading then change pretty quick. Diode mode is not really for checking capacitors. Although it could tell you if it is shorted or stuck open. But if the cap is good it should change as it stores the voltage sent out by the meter. You would have to discharge the cap for the reading to be the same twice in a row. You might want to discharge the cap anyways before you solder it in. If you want to see if it has a charge slap the meter into dc voltage mode and it should show a voltage ( around 2.5 volts is what my meter puts out ) . Ground out the cap ( discharge it ) and then test it the voltage will be gone.

Have been using the 5v 4 pin regs from Madvapes for a while, never have needed to use the 4th controller pin, but...now I need to, but forgot to order 10 uF 10 v caps.
Radio shack has some 10 uF 35v caps. Will this work? 10µF 35V 20% Radial-lead Electrolytic Capacitor - RadioShack.com
This is the mod plan that I would be going by. MadVapes e-Cig 'How To' Tutorials • View topic - My 3xAA 5v Box Mod
Why 10uf? Instead going by some diagram by who knows who, start reading the datasheet.

Co is the output capacitor that those 'guides' use 10uF for.

• Ci is required if regulator is located an appreciable distance from power supply filter.
• Co improves stability and transient response.(Co > 47μF)

Seems one of these would make more sense.
