The NGP is a lot much for a newbie to take on, and certainly not close to what the OP was asking about.
I think that is a decent kit for the money, most seem to be happy with the Vamo. I'd look for an EGO of some sort for a back up and get some juice samples to try and find what you like in flavors.
Just know it's a fairly large unit, so make sure it fits your lifestyle.

I had a lava tube for a week, couldn't stand the voltage drop. Traded it in for a ss zmax, performs much better.

And for on the dirt cheap, check out Madvapes, they sell VV box kits for under $20, holes drilled and parts included, just solder it together. This will let you get your feet wet and a basic understanding of how they work. From there you can decide to take on bigger projects or stop and not be out much.

you could get a VAMO for around $40-45, couple 18650 batteries for $7-10/each, and a vivi nova for around $8-9. i hear it's a great setup that would give you a good variable volt and variable wattage vape that is excellent. all that's left after that is some juice!

on 12/21/2012 i ordered the stainless steel vamo, 2 vivi novas, a couple extra drip tips, 2 panasonic 18650 batteries, 2 efest 18350 batteries, and a charger for about $130 shipped. so you could definitely meet your budget with the PV, 1 tank, 2 batteries, a charger, and some juice.
