I need to make a contact (brass) for the neg end of an 18650 battery what would be a safe DIA. to make it?

Depends on the size of the mod. Your batt is 18mm (maybe a little more if it's a protected cell). Just make sure it's big enough the batt won't come off.
I'd sugest 10mm or smaller as I've got some 18650 batteries with only 12mm of bare metal showing from out of the shrinkwrap and they aren't always completely central.
I've seen some neg contacts that are only a small raised nipple and they can only be a mill or two at best of surface contact area (not ideal).
If your contact pad isn't completely aligned with your batteries, only an edge of your contact pad will be touching. So I'd also sugest a floating design that can make contact between the whole 10mm of your pad to the batteries negative terminal.
