So, when replacing a carto on my tank works best if I have the tank on the carto and flush with the bottom while I fill it. Then, pushing the top cap on displaces enough air to pump the liquid up into the filler and prime it pretty good. That's because both outer and inner o-rings in the top cap are engaged at the same time - capturing a maximum of air to displace the liquid. Sliding the tank up the carto just enough for the punched holes to be on or below the bottom o-ring seals avoids this priming because the top of the carto is slightly lower than than the outer o-ring on the top cap. The outer o-ring is engaged first, but only just before the seal is established by the inner o-ring of the top cap. This way more air escapes and the priming actioned is lessened. Once I got that down, I haven't had any flooding after refilling.
I lube up my o-rings with a little liquid and the tank slides right on to it. Haven't found the need for a tool yet but for the price I'll check one out next round of ordering cartos. Thanks!
