2015 Welsh Health Survey finds 16% of current smokers, 8% of ex-smokers, and 0% of never smokers currently use e-cigs; finds 48% of current smokers, 13% of ex-smokers, and 1% of never smokers have ever used an e-cig.

I thought the percentage of ex-smokers (cf. dual use) was a bit low. I know there are no real stats in the US but if the drop from 23% (early 2000's) of adult smokers is down to 15+% since 2010, (and the drop is from people changing to ecigs) then that percentage would be higher here, imo - like 31% of ex-smokers if my math is correct.

Could be. Or it could be that the Percentages in the Chart are Unweight.

BTW - Shouldn't the Total of the Current Smokers + Ex-Smokers + Never Smokers + Non-Smokers for the All Aged 16+ add up to 100% ?

I work in a shop where vaping has been allowed so far. A year ago there were 15 smokers and no vapers. Today there are 10 smokers and 5 vapers. Work is an excellent place to quit smoking if the boss has a way to support that. Campuses that want to ban smoking should allow vaping so their smokers have an incentive to switch. We know a percentage would end up quitting smoking. The reason tax supported institutions are expanding their bans is so they can restrict ecigs and reduce incentives to quit smoking which would tend to curry favor with State governments that provide them with funding.
