Halo used to run a similar "Whoever posts on this number" contest. When multiple people posts at very close times, the winner is hard to determine. If you view the thread at 40 ppp (posts per page), number 500 might be by someone different than if you view it at 10 ppp. And I think it also differs based on the device you are viewing it.
What we (Halo) did was state the official winner is based on a standard (forum default) 10 ppp and on a standard pc.

The disparity in posting order is due to hosting on multiple servers and the propagation of the data between them. When the database has multiple posts with the exact same time stamp, it simply adds it to the list as the hosting server receives it. The changing order occurs as the data is reconciled between all of the servers. I don't know if that makes a lot of sense, but I'm multitasking right now and.... it's time for dinner.
