I could be wrong, but I think what you are referring to are not power meters, but oscilloscopes. Power (watts) is usually calculated from voltage and resistance measurements.
If this is correct, just Google them and check out prices. I suspect good ones will be expensive.
You talking power or voltage. Power is a factor of any two of three things. Volts, amps and resistance. You can get power if you know any two of these. To calculate watts which is power use the tab in this spread sheet called Single col calculator. There is a lot of other stuff in that spread sheet you may find useful.
One other thing if your talking Volts on some mods you will need a pretty good meter to get an accurate voltage reading as many APV's use Pulse width Modulation. You need a meter that will do True RMS.
Not sure what they are using. But there is a device called the ECDMeter that can measure battery voltage, device resistance, amps and watts. It can also measure the frequency and RMS voltage of PWM devices.

These are (were) made by ECF member Stonemull (Stoney on the UK and AU forums) but there's the rub: it doesn't appear he's making them any more. I'm trying to find out but this won't be something "coming to a store near you" any time soon.
