Add a profile picture?

I am wondering how can I put a profile picture? I red that this option may be enabled by the administrator?
Because when I go in my profile page, I can't see any option for this!

Go into Settings, not Profile

I got it by clicking "Forum Actions" at the top of the page, then "Edit Profile", then on the left side there's an "Edit Avatar" link for your pic when you post, and "Edit Profile Picture" for your profile itself.
