Adding a signature

Why can't I add a signature to my profile? It says that I have no permission...

You need a minimum of 15 posts before you can add a signature.

I have 17 posts and the edit signature option isn't even there yet.

the system will refresh at 25 after the hour, then it will appear on the left in Settings

I'd read in a thread that you can post 2 banners, one being a quit, the other being CASAA or such. I'm not able to do that. Are there specific directions for that?
