Some people add Saline instead of distilled water to their mixes and say it is good for relieving dryness (also makes fruits stand out more they say).

Distilled water I believe is used to thin down the VG so that it wicks better, but I am unsure as to whether it will reduce the sore throat effect.

Should not matter where in your mixing process you add Saline or Water as long as you shake it well.

Yeah i've heard that drinking more water helps 90% of those whom complain of sore-throat from vaping. Apparently the number 1 cause of sore throat from vaping, is the whole dehydration thing, because vaping literally steals the water from your body, starting with your mouth and throat. In fact, there would be no vaping or vapor if it werent for that fact. The vapor is literally water, stolen from our body, plumping the PG/VG vapor. Fire your RBA with the cap off and you'll see that the vapor that comes off the wick is nothing compared to what you blow out, which is because it steals your water. I definitely recommend that you try drinking more water than usual. 8 glasses a day, as the doctors say!
