Adjustable, Regulated 5V Circuit - Any Electronics Gurus Out There?

I found a regulated 5V circuit that I would like to mod so it's regulated AND adjustable from 3V to 5V.

I'm not knowledgeable when it comes to electronics but I'm wondering if changing the 470 ohm resister to an variable potentiometer would produce the results I'm looking for???

Anyone know if this is true?

No, the resistor in that circuit is for the LED. There isn't a reason for regulating if you want VV.
