There are so many good RTAs out right now, the goblin, silverplay, orchids, billows and goliaths all produce decent amounts of vapor. As mentioned, it has more to do with the particular build.

Right now I have a aspire Atlantis and although I like it, I would like to get something better. Any thoughts on what other sub-ohm tanks or rta's are better than the Atlantis in terms of flavor and vapor production?

There's the subtank - specifically the subtank plus aka the subtank v2; or the subtank mini.
And there's the joyetech delta.

As for rda's keep in mind that an rda is basically a simple CHEAP, long lasting device.
I use 30mm veritas and magmas myself; they can vape a looong looong time between dripping;
If you do plan to do your own coils, an rda is a very good way for practice.
