"drops" aren't a great measure. They vary too much in size. But even so, you're probably only 2/3 of full.

Yup, get yourself a syringe that can measure in 0.1ml increments. All of my premium blanks will take 0.8 to 1ml depending on the viscosity of the juice you’re using. I don’t stick the syringe into the filler material, I just drip fill with it, also make sure that the cart is at an angle so that air has a way to escape. Once you get the juice in, it might look slightly over filled. at this point just cap it and let it rest over night. Before you vape the cart the next day just uncap it and see if any juice is still floating on top of the filler. if it is, then dab it out with a paper towel or extract it with the syringe. If you find that its over filled then The next time you fill this particular flavor/juice into a new/fresh carto just reduce the volume by 0.1ml. if the fill was perfect then the filler will just look wet and when you hold the cart up to a light you should be able to see the light trough the wind tunnel.
This method should yield you a cart that will last you as long as a new pre-filled. At the end of the day or when favor starts to fade then just drip about 20 drops into the cart to keep it fresh. The reason that I top off with 20 drops is because there is still juice in the cart but just not enough to wet the wick.
After a few refills the flavor will start to fade, at this point I toss the cart. You could also clean the cart using several of the proven methods found in this sub forum.
