Global tobacco revenues are in excess of $800 billion per year. Most of that money goes to governments which hand it out to all sorts of tax supported institutions, government and non government. If ecigs crush the tobacco market the financial pain to governments and their beneficiaries will be very severe. If this were not true the inventors of ecigs would be considered for the Nobel prize in medicine. Health isurance would pay some e-cig expenses.

It's been estimated that adoption of ecigs by medicaid recipients would save medicaid more than tobacco taxes collect from those recipients. Ecigs are substantially reducing tobacco use by kids. Making that out to be a bad thing is very difficult but the tax junkies are trying anyway.
