Certainly we don't want to see our authorities crack down on caffeine. At this point, I doubt they would find much success. If fact, I would think they would encounter quite a backlash as caffeine is quite popular (and regularly sold to underage persons).
Oh, don't think for one second that 'public health' isn't working on this. In fact, the case is already being made as recently as this past April. A quick Google search revealed this little gem (link is broken with two spaces due to it referring to 'other' products):

I have been a firm believer since the beginning of the anti-tobacco campaign that the slippery slope has been breached, and that we would see further erosion of our personal consumption choices....and indeed, that is happening.
