I remember when I was a kid (in Russia), inhaler treatment was very common for colds and otherwise respiratory systems. We'd go to a hospital where they had some large machines with kind of a pilot style gas mask emitting warm vapor with some medicine in it. Sometimes it was eucalyptus, other times I've no idea
The question is -- do you think it would be useful and not harmful to mix any sort of inhalable meds with flavorless base, and vape it to soothe sore throat/help with other respiratory problems?
