I can't seem to find it, but I believe once you have a certain number of posts under your belt, the option to post an image will become available.

This might apply: 15 posts and above: Members can post in all forums, and can now have a signature.

First you need to have 15 posts. Then you go to "Settings" at the top of the page and on the right of that page you will see where you can edit/add an avatar. Hope that help
