They are deleted, just not permanently. Only a select few individuals have the ability to permanently delete a thread. All other staff members "soft delete", which means the thread can be brought back to life if it's in error. This also provides a history which can still be traced down for ban reports.
Every action taken by a staff member is documented and annotated in a report. It's not just a simple case of deleting something and pressing on.

I've merged all the spam threads so the forum is not quite so filled with pages of just deleted spam threads
