I concur with most of what you said here, but I'm still inclined to think that Canadian companies are still wary of entering this growing market because of lack of clear government guidelines, presumably due to the product's association to tobacco products and nicotine. I'm a big fan of Home Hardware, which is a Canadian company. It always comes up with innovative tools you'll never see in any hardware store. Most of them are specialty tools that don't necessarily cater to most people. I don't see any reason why these PV devices can't be treated the same way.

Canadian Tire's stuff is also made in China.
Most specialized mods are made somewhere outside of China though. They're not easy to find. Nothing to do with a lack of will - but most are made in small workshops by skilled individuals - rather than factory kickouts where you can get high volume.
As for people reluctant to enter the Canadian market - this would have nothing to do with "unclear government guidelines."
Health Canada has made their guidelines very clear:
- Nicotine is forbidden for use in ecigs - but acceptable in NRT's (nicotine replacement therapies) and cigarettes.
- ecigs are forbidden except when they either compliment NRT's or have no affect on NRT sales.
- There is no such thing as "tobacco substitutes" - it's either quit with NRT's or die.
- It doesn't matter if eliquid has dangerous ingredients - so long as it doesn't have nicotine - cause only NRT's can have nicotine.
- If someone wants to sell ecigs with HC's blessing - all they have to do is agree to the above and pay $7,500 for a medical equipment license.
Makes perfect sense!
