But the contracting company didn't pay for them, how are they "stolen"?

The factory that made the 200K extra basically stole them from Kanger and buying them you're buying stolen goods if you want to look at it your way

Kanger will contract a manufacturer to make them X number of widgets for X amount of money. They receive a small pre-production run to verify quality and materials, and if this passes, the manufacturer moves to full production. Kanger then receive their number of widgets for the money, and are happy the contract has been fulfilled to their specifications.

Meanwhile the factory that makes the widgets makes another 200,000 run of them, selling them to FT to distribute. There is no copyright infringement, no intellectual property violated and the materials and supplies (including labor) are all paid by the contracting factory.

Meanwhile, Kanger sell the 'genuine' heads for about $3 a piece. FT sell the almost identical product for about $1.50 a piece. That I know Kanger have no copyright on the designs of their coil heads and FT are not using the word genuine, Kanger or Kanger's logo on either the product or the packaging.

Nobody is stealing.
Nothing is protected, no patents.
Small artisan companies are born to be copied. They may choose grow big and fight for market share, but they prefer not to. So what?
There are a some manufacturers that have chosen another way, like Provape. There is nothing to steal from them. They are well behind the pack in their R&D, but they have quality and customer service. And a small crowd of devoted followers.
The only bad clones are clones with logos. This is not acceptable. But it speaks rather not about Chinese cloners, but about their customers.

when fasttech sez "Authentic", it means it comes from the manufacturer of the real product. The caveat is that Fastech removes any indication of the authenticity labeling.... Im betting they are either buying up the QC kick backs at a discount price or they buy such huge volumes they get huge discounts to be able to sell at such low prices with full anticipation of selling the numbers they have bought.

FWIW, I have 2 SVD "authentics" form fasttech and am very pleased with the products...

Let's make it a litter different.
Suppose some company invented lung cancer curing medicine. Small company. It can make very limited amount of drug, but it can sell it at sky-high price (say, billionaire has a cancer). Suppose some Chinese guy have stolen a secret and starts a high-volume production in China. It makes drug accessible to masses. Is this guy a hero or a thief?

well he would be a thief for stealing but a hero for allowing the masses to survive cancer... why should only the rich be allowed to live??

Does anyone remember when they made shipping batteries illegal Fasttech wrapped aluminum foil around batts to fool the scanners and get them stateside and it worked until the post office bought new scanning equipment. Now thats customer service...

They also sold/sell flashlights that are actually e cigs to sell in countries the made e cigs illegal..

Then they made a coded messaging if you want batteries buy mods or empty back-up phone charger and we will put it in it and it will get thru and they did for a long while but the p.o. got wise of that one too... They are crazy at FT. lol
