Are my ecig batts lithium ion style batts? And if ones half charged can I top it off to get a full charge?thank you for any responses even if this is a silly question.

Not a silly question at all...

As far as I know, most if not All e-Cig batteries Are Li-Ion.

It is actualy better to top off Li-Ion batteries frequently verses drain them all the way down. They don't develope a "memory" like old Ni-Cad batteries.
