Batteries only charging to 55%

Hi, is there any reason my Samsung 25r batteries are only charging to 55% and are they safe to use?
i use them in my sigeli 100 watt plus and I charge them on a trust fire charger. They have only been charged mabey twice, could it
Be my charger?
