USA Ohm Meters makes the most accurate meter in the business for this sort of thing. It measures to 1000th's of an ohm. They're not cheap but you pay for quality and accuracy. I personally use an
eleaf ohm meter, which can be had for around $10-$15 and measures to 100th's of an ohm.
