Battery Charging Question

I notice while charging with a USB charger the green lights alternates with a flashing red light, but the battery still gets full charge. What is the reason that the USB has the periodic red flash?

Also one of my chagers has a wall unit that a USB charger plugs into. The wall plug never changes off red, while the USB goes to green with that annoying red blip. Whatz up with that?

To me, it just depends on the brand of the charger. Some of mine go from red to green. Some alternate red to green to red, and then eventually they stay on solid green. Both types have given me no problems.
