Battery Discharge Question

Recently I realize that when a mod is stating Low Battery or Weak Battery, the battery is not fully discharge. Apparently when I remove the battery to charge is externally the remaining power in this battery is still 40+%.

I have both encounters the same situation with VT40 (Single Battery) and Cloupor GT (Dual batteries Married) firing a 0.5ohm A1 wire tank at 40 watts power mode.

Here is my questions and hopefully some of you experts might give me some advice:

1. If all 18650 batteries work in this way of telling me the battery is weak to fire up and still have 40%, isn't it very inefficient way for discharging the batteries?

2. If I kept charging the batteries from 40%+ capacity, wouldn't it short the lifespan and performance of the battery in short run?

No actually if you don't drain them low, they will last longer. And the thing about battery dying at 40% isn't unusual. I wish manufactures get off of this percentage thing and just use battery voltage. As what happens is about 60% of the battery capacity the battery can deliver high amperage. As the rest of the 40% could be useful for a flashlight or a MTL vaper drawing 8 watts or something. But nothing a high wattage vaper can use. And the mod will say weak battery when the battery can't supply the necessary wattage. And that is what is happening.

Yes lipos are in a different package, but the exact same battery chemistry. I really don't like lipos very much and I have a lot of them for my RC stuff. As they are sealed in a plastic bag that is suppose to not tear until 450lbs of pressure build up. Plus something sharp can poke right through the lipo battery. Then it bursts into flames.
