Yes, fully charged should be 8.4v and depending on the device the cut off will be 6.4v or 6.6v.
Just remember when stacking to follow three simple rules.
First, both batteries need to be near the same age. A year old battery will drain much quicker than a brand new one. This can result in the older battery over discharging.
Second, do not mismatch batteries. A 1100 mah battery and 800 mah battery stacked together obviously will not drain equally also causing possible over discharging.
Third, always make sure both batteries are equally charged. If you put a fully charged 4.2v battery in with a 3.6v partially drained battery the device reads it as 7.8v. If both batteries operate until the device detects low voltage at 6.4 then the battery that started at 3.6v will be drained to around 2.8v which could potentially cause damage to the battery.
