Battery voltage vs carto ohm issues?

First of all I have a Touchwood 18650 and I'm having a heck of a time getting it to fire consistently and I'm trying to narrow down the issue. I don't think its the device but my combination of equipment. I posted under batteries because I think that may be were my problem is but not sure.

I've tried several different brands of 18650, even bought a Pila charger thinking my old one wasn't working right but I just stuck in the new AW IMR 18650 3.7v 1600mAh that I pulled off the charger last night and I'm having basically the same problems.

My set up - I use a smoktek tank with smoktek prepunched 1.5 (or 1.7 I forget) cartos, usually dual coil. I can stick this set up on my OLD Riva (bought in Aug '11) and it fires like nobodies business. Tried same setup on the new Rivas and smoktek batts and it sucks. I get the flashing lights usually about 30 minutes into casual use or if I take too long of a draw.

On the Touchwood, I can put a fresh batt in, push the button and nada, nothing. Push it again and it slowly works up to firing but its a weak hit. Seems like the longer I use it, the better the hit gets but it also seems like the batts are draining far faster than they should be, like often w/in a couple of hrs and I struggle the whole time getting a good hit.

I really don't think its the device because I also have another flashlight mod that does the exact same thing. I also took the Touchwood apart, cleaned and reassembled, no change in performance (plus it wasn't dirty).

So is it the cartomizer ohm in combination with the batt voltage thats causing me issues here? (Did I use the right terminology??) I'm getting really frustrated because I'm down to 1 old Riva batt that is always reliable but I know she's about ready to kick the bucket because the charge life is dwindling.

I love the Touchwood and I don't doubt that its a quality device. I emailed Ian about this too and he thinks it has something to do with the protected batts with the 1.5 ohm cartos but I don't want to go to unprotected right?? And I thought 3.7 volts was supposed to be what you use with the 1.5 ohm cartos??

Any advice is much appreciated!

Honestly, I think it is the Smoktech cartos. I have gotten some really bad ones. Their prepunched cartos have been the worst, and they give my Provari a fit of error codes, and Kicked units do not like them either. The quality control on the Smoktechs is really poor, and many others have had the same issues. So its at least worth noting.
