The charger will be the constant, between different mods, different attys, different batteries the one thing that will be used throughout is your charger. It is also plugged into a strong electrical current (your wall)... why take a chance with it?
The xtar VP1 is great especially if you're only looking to charge 18650 and under. It has overcharge protection and it supposedly can restart batteries that have been discharged too far. I haven't needed to test that feature yet... A great easy to interpret display.. If you're wanting to get into 26650's they have the vp2

The XTar VP-1 is the top-rated charger on the market. It has all the practical features you could ever want in a charger. High quality batteries deserve a high quality charger.
Well the OP asked for the best under $40.00 and then just the best , the Nitecore is a very good charger and many have been using the intellicharger models for a long time with no issues but if you want the highest rated model look into the Xstar.
Got one on the way, heard they are just as good as the i4 but with better spring slider things that hold the battery in place, also has a nocturnal mode for 'safe' overnight charging.

IDK guys, I'd rather get the i4...I don't trust LCD's...they do stop working at times.
The 14 is a nice utilitarian charger, without a fancy monitor, that can break, attached to it.
That is why I won't get the LUC...oh please Nitecore, keep making the i4
