I know you will never see the items back, but hopefully the culprit will eventually pay big time.

I caught a Shoplifter in my store - (on Cam) - A habitual offender with long criminal past. Pushed prosecution determined to remove this threat from society for a while.
When his day in court and Sentencing came, his Lawyer Pleaded leniency due to HIV and Kidney Dialysis.
Judge ask my thoughts and I honestly answered:
He continues to Break the law and uses his medical conditions as an easy escape from proper punishment. I understand Medical needs are met for inmates by the state.

Several years later he passed away while still in prison and is no longer a burden on Society.

I don't think I will ever see my package again but luckily it was just 10 bucks. The only reason we filed a report was to get that sob. The cop told us it's a known gang in our neighborhood. We live close to the train line so they get off, steal and get back on.
