Blank cartridge question

If I am planning on buying e-liquid; are 'blank' cartridges all I need?

Meaning, the only difference between 'regular' cartridges and 'blank' cartridges is the pre-determined flavor?

If you are new to vaping, I would suggest you buy at least one package of filled cartridges to get an idea of the amount of liquid and the taste you are looking to achieve.

You can wash out the pre-filled cartridges and then reuse them by adding juice to them. You can also buy polyester batting in a big bag for about $6 at Wal-Mart and put in fresh filler when you think it is needed.

Yes, blank carts are all you'll need. Frankly I've seen prefill carts that are under or overfilled as well, so you can't always use them as a guide. If you're getting a starter kit, you'll most likely have a few prefills in it anyway.
You'll want a syringe to fill carts with. It's a great deal more efficient then dripping into them.
