Interesting. No mention of lobbying by the pharmaceutical industry.... Or backroom shenanigans by the alphabet ANTZ...
And implying that the lobbying backfired rather than that it was ignored. In fact I suspect the tobacco industry lobbied hardest against the parts that they felt they could live with, hoping to gain some credibility for those bits because 'evil Big tobacco' is against them.
Remember they didn't lobby very hard against ecig medical regs. It was plain packaging and a ban on menthol they spent the money on. Two measures which probably will have a statistically insignificant effect on smoking rates.
