To rinse and clean the blue foam I just squeeze the pug while running it under some warm water then mash it between a paper towel.. Seems to be usable immediately. Couple of reason to rinse and dry the foam before using is the taste (though I haven't noticed it) but as someone mentions the foam tends to wick better after use - rinsing it out when you first get it seems to help it wick better the first time you use it.
As for the fluval, tea bag, straw, buff-puff, etc. methods, there is absolutely nothing wrong with using them. I tend to use the foam because it seems to last longer and I change out flavors in carts quite often. But, like anything in vaping, it is all subjective and individual. I know some people that use different "fillers" for different flavors or pg/vg mixes-- actually now that I think of it, when I am using a very high pv concentration mix (very thin) I tend to go with fluval filler to help avoid leaking.
