boge 2.0 cartomizer with bella tank

should the white silicone plug with the hole in it in a boge 2.0 carto be removed when using it in a bella tank ?

The plug at the top of the carto needs to be removed, yes.

I take that off to prime my carto, put it back in when I push it thru the O-rings of the tank, and then take it off perm. to vape.
