It depends on how precise you want your nic level and flavoring to be. With that ratio your flavor would actually be 5% of your total mix, with a nic lvl of 7.2 mg. Many flavors need a higher % to fully come thru. Using a calculator is really the best way to go. There are several good ones recommended here in the DIY section.

What I was getting at is that you may need to go higher than 10% to get your desired flavor but yes it would count in your pg side of the equation if flavor is pg based.
