short answer. NO
While if you did massively somehow ingest a lethal dose of nicotine then yes. But you don't have to worry about that unless you are handling high concentrates of nicotine (100 and up mg concentrations)
But you will be just fine if you get 24, 30,36, 60 mg nicotine on your skin (i've gotten 60mg on me a few times and I'm just fine)

It is supposed to go into the woolly part, you just have to put enough that it looks glassy (but not a pool of juice on top). There are some tricks, called cart mods, like the blue foam mod that make it wick the juice down much better (without flooding).
Dripping is another way to do it, where you put 2-3 drops right on the atomizer every so often. Some say this method gives better flavor, though it is less convenient as you have to drip more in very often. Too much will flood the atomizer, causing it to not work (or work very poorly) until you blow out the extra juice (or vape through it, if it's not flooded too badly). If you want to drip I would suggest getting a drip tip, these replace the cart and just have a bit hole so you don't have to take the cart off repeatedly to drip (you can make a quick one by hollowing out a cart).

I'll add that while you aren't going to get enough nic to kill you unintentionally, it is possible to get too much nic. It feels like when you first started smoking. Time to lay it down for a bit.
I remember making my first batch of Djarum Black juice.....I don't know what it was but it definitely hit like I didn't smoke clove cig for 6 months. I got light headed and lost my balance. I needed to just sit still for a few minutes. I thought...This is some crazy juice. I got used to it and that was all she wrote. That juice is now daily vape.
I do get a lil bit of juice in my tongue if I drip before I need to drip. I usually spit it out and drink my coke. Or if I can't spit I just take in a gulp full and swallow it all. So far I am alive. IF I can actually feel the liquid, then I will get a paper towel and wipe my tongue cuz just spitting alone won't help make that burning sensation to go away.

Congratulations! You've discovered dripping. Some prefer to drip directly on the atomizer rather than bother with cartridges or cartomizers. If that works for you, you might consider getting a drip tip.
