can you damage a cartomizer by vaping it "dry"?

Yes, the filler will burn. It does burn a little bit over time even if you keep it wet, hence the disposable nature of cartomizers ;-) Try tearing apart one you've been using for a while and you'll see what I mean, there's also a few pictures posted somewhere of this.

It's best to top them off before you get to the fully dry stage, you should notice a slight change in flavor as you get to the point where it should be topped up

15-30 drops when it's brand new, depending on the size. 5-10 drops for top-offs.
It's full when the polyfill looks like a slushy.

in that case blu is not completely filling my cartos. i've popped a couple new ones open and you can see the color of the liquid but it certainly does not look saturated to slushy point.

Prefilled cartos will almost never be shipped truly full. They evaporate over time and are a massed produced item that may sit on the shelf for a while before you ever get it.

Adding a few drops to top them off can't hurt, as long as it's the same flavor. Mixed flavors in a carto seems to never work out.

Keeping some neutral or unflavored PG/VG w/nicotine around is good for that. It doesn't dilute the flavor too much, and keeps your cartos from melting. A lot of vendors sell the unflavored stuff for DIY. Some vanillas are pretty good for topping off as well, provided they're not the ones that smell and taste like play-dough. At least until you're at the point where you're buying juice to fill empty carts
