The suppliers do not sell reasonably priced DIY plain bulk nic juice. I guess Canadians have to pay 10x USA price.

DIY is very problematic in Canada. Remember, Health Canada does not like nicotine in the form in which we use it. They will refuse it entry if they catch it at the border, so E-juice in geneeral is risky, but bringing in even more nic for DIY is riskier still. Until the Health Canada problem is solved we can't really expect a good DIY market here. It's hard enough just having a good juice market.
