I don't really know what you mean by high quality. The juice you describe only has two ingredients - food safe VG and nicotine. Nicotine itself has a peppery flavor I suppose you could say. It's certainly more pronounced in an unflavored juice. I don't think what you're experiencing has anything to do with quality. If I were you, I would simply buy the VG nic base from a popular supplier and mix it with VG yourself. I don't think you can get any better than that... unless you want to track the source of the nicotine and ensure it's as pure as possible. VG is always USP grade with any ecig store. Can't get any better than that really... but you might be able to source some VG that is higher than 99.7% pure.

I only vape unflavored juice now a days. I find that pure VG has a pretty waxy taste that I really don't like. I prefer a PG/VG blend that heavily favors PG. The taste is much better.

May I ask why you want 100% VG? Do you have an intolerance or allergy to PG?

Canvape sells : "North America sourced lab grade.
MUST BE DILUTED!!!! 48 strength VG base must be cut in 1/2 with PG or VG to make 24 strength maximum."
They also sell plain VG which you can use to cut the base down to the nic level you need.
To access nicotine products you must open an account (no purchase required), log in and it will then show you the nicotine products.
or
Maple Leaf Vapes also sells nicotine base and they will also do special orders by request, so there is a good chance they would reduce the base for you.
