Cant quite figure this out....

Maybe im just dumb, but I can not figure out the classifieds thing, Im verified on paypal, but I cant figure out how I get verified on ECF, any help would be appreciated.

I'm verified on PayPal, I can't figure how that translates to the ECF, and then get allowed to post in the classifieds. Is there someone I send a message to? That is the part I can't figure out.
