Here, there
I've been using PayPal for 13 years to pay for all sorts of things never one problem. I may be in the minority but I like them.

Nope, I am with ya. I made over 20k a year with PayPal (My web game) And all purchases get cash back. On the business account anyway. Thats cool for poor people like me. And I never had a single problem. I do agree, PayPal should allow purchases of e-cigs. But a rule is a rule. Use something else till they come around. And yeah, it is the drug thing, I suspect as well.
An to the guy saying PayPal is missing out, They are not. Don't be fooled, all those charges and fees and stuff, makes them tons. They don't need E-cigs money to further their grasp on a market they pretty much invented and own now.

Paypal's policy is to prohibit the purchase of e-cigs and e-liquid using Paypal. If your transaction or vendor name says anything e-cig related they are likely to deny payment or worse (Paypal sucks imo).

I didn't know PayPal caused any problems. I know several companies that use PayPal to sell e-cigarettes... but:

I chatted with my credit card processing rep (I use First Data) just the other day to let them know I'd be selling e-cigarettes and they told me that in-person sales were ok but internet and mail order sales of e-cigarettes were banned in Massachusetts! When I asked why, he said he thought it was because you can't ID your customers, but he wasn't sure.

Now, this only applies if you own a company in Massachusetts... or any other state that snuck this back room maneuver through.

Tell me about it! I wanted to offer PayPal as one payment method but they wanted like $30.00 a month for a virtual terminal + trans fees and my credit card processing company, First Data, gave me a virtual terminal for FREE! Plus, they let you take ALL credit cards including Discover and AmEx while PayPal only accepts Visa and Mastercard. My mom used to warn me about sharks... she'd tell me: Don't pay the poverty tax :/

Here's the guy responsible for the paypal ban

Great... another "concerned citizen" to deal with! Do you know that here in Massachusetts, the people responsible for the ban on smoking were the same ones who voted against the tax increase on liquor? I bet this guy signed his letter with a pen in one hand and a glass of scotch in the other.
