Cartridges go emtpy. Got it. But how re-usable are they? If I invest in the wicking/padding and liquid, are they as lasting as the battery holder (Chuck, SB, etc)?

The cart itself will last longer than anything (except maybe a Chuck), unless you manage to break it somehow. They're just plastic, no moving parts, nothing to burn out or wear down. They might get loose after a while, but you can rough up the surface to make them grip again.
Really, you only need as many carts as you need different flavors of liquid (or keeping filled spares with you when you're on the move). Filler may wear out, and juice of course needs refilling, but the basic cart is the one part of an e-cig that might conceivably last the rest of your life.
