So, is the cartridge bad if I start to get drops of the juice by the hole that you vape out of? Or is that normal? Also, I have the Titan/510, in case that matters.
No, that is not normal, so something is wrong.
And it certainly could be overfilling, as noted previously.

What model are you using?
Are you refilling your own cartridges?
Are you using a cartridge modifcation for different filler material?

Yes, it's probably too full. If juice is coming out anywhere, it's too full. Next time that happens, remove the mouthpiece and battery and blow into the battery/threaded end of your attty while holding a paper towel under the other end to catch the juice. Blow through it with your mouth ON the atty like you are blowing up a balloon, not like you are blowing out a candle. Do this until no more liquid comes out then reattach everything and vape away. Next time you top off your cart don't let it puddle on top, if it does, just dab off the excess and I don't drip onto the atomzier coil in addition to adding liquid to the cart. Too much risk of flooding in my book.

Most likely over-filling, but could also just be that your "pulling" (drawing) too hard and forcing the juice into the air passages.

If this happens, take the cart off the atomizer, grab a tissue, cover the opening (stuffing end) with a finger tightly, and blow hard through the mouthpiece.

You will see along the sides of the cartridge, that slips into the atomizer, now needs wiping, do again...... and again if necessary, and wipe it dry.

If its filled quite a bit, you can also take a paperclip and put it in the small hole of the mouthpiece and pry the end cap off. Wipe up any juice sitting there in that area, replace the end cap and carry on.

You will find this may be required occassionally when those passages get juice in them, and is really a part of "maintenance" should you also refill your cart and do the required washing/sanitizing of the cart housing.

Also, as a hint when place a full cart onto the atomizer, make sure you don't cover the mouthpiece hole will your finger as you press it on since the pressure built up by doing so will force the juice in the atomizer (possibly flooding it), and those airway passages.

You drop liquid slowly until you see the wadding is saturated but NOT pooled on top.

I've found there to be no exact number due to different fill materials and wadding thickness. I'd say on average to refill a used cart anywhere from 4-10 drops, on a brand new "dry" cart anywhere from 12-22 drops. Again, depending on the material density or the amount of material.
