Lithium Ion batteries don't require pre-charging. The information from China that is included isn't right, and is probably left over from old technology battery information.

Charge the battery until the charger light turns green and you are good to go. They aren't able to take over charge so don't worry about them being in the charger a little longer than when they are ready since they have protection circuits that prevent over charging and extreme discharge.
