Charger question - Flashing red and what does the white LED mean?

Hi, on my standard (I say standard, rip off e-cig batteries [Not by choice]) when charging its always a solid red or green light on the charger.
But last week I bought a 1300mah VV battery from a shop in Hull and for some reason now it goes from;
Red, but blinking every second or 2.
to
Green, with blinking of red every couple of seconds.

The new battery works fine and everything, I was just wondering do I have to wait for a complete solid green before its completely charged or is the green with a tiny red every so often mean its charged?

Also does anyone know what the white button led is meant to mean when its on charge?
I've noticed sometimes its on, sometimes its off, sometimes its flashing... and I haven't worked out a meaning yet ha

Heres a picture

It has no markings except a CE and battery-bin symbol on the top thread, so I can't say I really know :S sorry

Well, it almost looks like a Kanger EVOD-C (except if it were, it would say it).

My best guess without knowing exactly which battery it is, is that the LED should turn off completely when fully charged or stay a solid green. But if it's mostly green with a flashing red for a while (2+ hours), then I guess that would mean it's fully charged. Again, that's only a guess...wish I could help you out more, maybe somebody else on here will recognize which battery it is.
