This company is in Australia?
The Super Concentrates in Australia makes cleaning products. :)

You asked for Chinese manufactured concentrates that aren't Hangsen. SC is made in China, and it's definitely not Hangsen. I can't find a source website for SC. I believe the "Super Concentrates" name is merely a brand name used by whatever parent Chinese biotech company manufactures it. You could ask BCF about this since they are a distributor of the brand, but I wouldn't be surprised if they were unwilling to reveal any information.

As far as I know, Dekang is a manufacturer. http://www.dekangbio.com/ I have yet to find a source for small quantities of their concentrates, Their finished eliquids are available from Fast Tech and various US sources like Dekang E-Liquid | Order the Best E-Liquid For the Right Price

Your question is rather ambiguous. Are you merely compiling a list of Chinese flavor brands? Are you sourcing raw materials to manufacture finished product? What's the end goal? My answers can be clearer if I know what the ultimate point is.

The OP asked about "Chinese flavor concentrates" and I thought it was a bit ambiguous too

Not sure if he was looking to reproduce flavors by Dekang or if he is just looking for something different to try as he states "other offshore brands not really available here in the states".

I guess it's probably both :D

OSDIY has some Health Cabin flavorings. Make Your Own DIY Eliquid/Juice and Candy or you could get them at Health Cabin. Vaping Zone has Baker Flavors as the Gourmet line. Not Chinese, but pretty darn offshore. http://baker-flavors.blogspot.com/2013/10/we-accept-orders-on-our-email.html
I'm fairly sure that ecigexpress' Flavors Express line is Chinese, and very similar (if not exact) to Vaping Zone's SC line.
RTS used to sell Chinese concentrates, but it looks like they no longer do so. He may be willing to give up the supplier. Or he might not. lol
